He was the last person arriving at the office.

Dear all,

Please see the following sentences and tell me the difference in their meaning. I saw these sentences in a video. But I couldn't make out their difference.

1) He was the last person arriving at the office.

2) He was the last person to arrive at the office.

3) He was the last person that arrived at the office.
