I think the problem here is the distinction between what I call "things" and "stuff". "Car" is a thing; "water" is stuff, for example. This is a particular problem for many non-native English speakers, who often confuse "much" with "many". (Many native English speakers also struggle with this.) A traffic jam is a thing.
