He was seen to enter the house.

I am a Japanese student who has been studying English. A dictionary says, We saw him enter the house. (active voice)and " He was seen to enter the house."(passive voice) are the same. But an American Teacher says, "I have never heard someone say " He was seen to enter the house." Instead, "He was seen entering the house" is correct. Please tell me which is true?
