"He was meant to be a doctor"

a Korean English dictionary says "He was meant to be a doctor" has two difference meanings like 1) He was suitable to be a doctor and 2) He was raised to be a doctor. but I have never seen it meant the #2 or is it okay to mean #2 in some context just because the father meant his son to be a doctor means the father raised his son to be a doctor and when it is written in a passive form, it can have two different meanings? What do you native English speakers think? Thank you so much in advance.

I interpret this as "He was destined to be a doctor."
It could be from his nature, or his upbringing. The reason is not stated.
