He told us it has not been approved

When we asked him for the update yesterday, he told us it has/had not been approved yet.

User_garyhe told us it has/had not been approved yet.
Your best bet is to use "had not been" because you're indirectly quoting what he said yesterday. The direct quote would have been "It has not been approved yet", because those are the words he said, but that's reported in indirect speech as "...had not been ...".
