He seems that can't stay

Hello, everyone!

I have got little bit strange sentences from the internet. Could you take a look at them?

1. DragonTrainer's art is somewhat wide, always trying different styles for all the stuff he makes. His progression can be seen through time, altough he seems that can't stay in only one kind of picture. He can work with traditional art, but his ability is almost completely focused on digital art.

2. He seems that uncomfortable in this setting.

Accordint to dictionaries, when we use seem, there seem two patterns. They are 'He seems to verb' and 'It seems that he verb'. But the sentences I have got from the internet show another pattern, where probably the subject and the be verb are omtted intentionally. I wonder if they could right or acceptable.
