He says that although French people agree that justice must take its course, few feel any vindictiveness over whatever Mr Chirac may or may not have done.

Mr Chirac was France's president from 1995 until 2007.
Prosecutors had said previously that the statute of limitations had expired for alleged crimes committed before 1992, and that for those alleged to have occurred after that time there was insufficient evidence to pursue a prosecution.
The BBC's Hugh Schofield in Paris says that since leaving office, Mr Chirac has become something of a well-loved elder statesman.
He says that although French people agree that justice must take its course, few feel any vindictiveness over whatever Mr Chirac may or may not have done.

How do you explain the bold faced letters to me. I don't understand it.

Not many people feel that they want to take revenge on Mr. Chirac for what he has done -- if he has, in fact, actually done anything. (Maybe he did something; maybe he did not.)
