It could be either, depending on context.

A. The door was closed. As he watched, it opened. In other words, he saw the door open. Here, 'open' is a bare infinitive. ie He saw the door (to) open.

I'd also say 'verb' -- mainly because, using 'open' as an adjective, it would be much more common to say "He saw the open door".
