He referred (to) her as his saviour

I want to say "He regarded her as his saviour".
Is it ok to say "He referred (to) her as his saviour"?

You can say, "Her referred to her as his saviour" (the "to" is necessary here) but it does not have the same meaning as "He regarded her as his saviour."

"He considered her his saviour" would be more similar in menaing to "He regarded her as his saviour."
