I forgot the 'than'

but that is what the person said on the show.
He reqds more intelligent than he is on paper.

The cops think he is too stupid to have pulled off such an elaborate murder because he works for a grocery store. That is what the detective means. I have never heard 'read more intelligent'? Does it make sense now?
