Should I use "run down" or "run over" in the sentence below?

He ran DOWN / OVER a cyclist.

If the sentence is correct, are there other ways to say this?

He ran over a cyclist. Very commonly said.

He ran down a cyclist. Much less commonly said. Sounds a bit like he did it deliberately.

If the sentence is correct, are there other ways to say this?

eg He hit a cyclist.
