He passed away or He has passed away. Which one is correct?

Hello, which one of the two is correct?

1. John Doe passed away 23 years ago, or
2. John Doe has passed away 23 years ago.

As far as I know the present perfect "has" is not used for events that taken place long time ago, so I think the first one is the correct one: John Doe passed away 23 years ago.

I would like to have your opinion, though.
