He must have been a fool, _______he?

1. He must have been a fool, _________he?

2. He must have failed in the exam, _________he?

I couldn't figure it out what kind of verbs should be used in the question tags. (must or have?)Could you please tell me the answer? I'd be appreciated if you can also explain why.
