The second case of corona virus was reported in Karachi on Saturday, according to the Sindh Health department, which noted that the man had been quarantined and everyone he came in physical contact with had been isolated as well.

Here I need help again. I think underlined phrase should be as "everyone who came in physical contact with him had been isolated as well. Am I correct? Here "he" stands for "who"?
