He made or he would make

He looked at his watch and decided that it was time ..... another phone call.

a) he made
b) he would make

Which one is correct and why?

Because the construction it is time we/he/she/it did takes Past tense, not Future or Present when we

Why not HE HAD MADE a phone call?

It's time you did it - than it should be - It was time you had done it.

While using Sequence of Tenses you can either change Past Simple to Past Perfect or leave it without changing.
