Hello....

I guess no one would doubt that He has been watching TV for 3 hours. is grammatical.
Then how about He is watching TV for 3 hours.?
I remember coming across the clause, I am being a doctor for 20 years. in a movie.
Is this only rarely used?

I don't think it is very rare.

"I'm going to work for 6 hours today."

"I'm studying for an hour."

These feel very natural and useful to me.

This is possible in theory if the activity is ongoing and it is known that it will last for three hours (it doesn't mean that three hours has elapsed). In reality it would be a pretty unusual thing to say though.

Just to be clear, I'm not saying that the grammatical pattern would be unusual in every case, just that it seems unusual in the specific example given.
