Can I say like this?: He is the very man who/that helped me learn English.

In this case, use 'who' instead of 'that'. 

To me, your sentence sounds okay. You wanted to add emphasis to this man right? Perhaps you have mentioned this man beforehand? 

I would probably say 'He is the very man who has been helping me with my English' or '

very is OK, meaning "that one, exactly". It is common to use a demonstrative:pronoun, rather than a personal pronoun, to direct attention to a particular person.

That / This is the very man who helped me

Having thought some more about it, the way the sentence is phrased makes me think that this man is either the most important person who has helped you with your English or the only person who has done so.
