3. He is the first man landing on the moon.

I'm sure you know better than I. I think #1 is correct. I take #2 as similar to a row of parachutists approaching the drop area in their plane.

I think #1 is correct.

I take #2 as similar to a row of parachutists approaching the drop area in their plane. "Bob is the first (scheduled) to jump." If you're referring to our guy, I'd say, "He was the first man to land on the moon."
