In the meantime he is packed off to the far back corner, last seat -- the boondocks -- as Mrs. Biswell assigns seats by first letter, last name.

Hi,

Is the bolded part in the above equal to "he is assigned to the far back corner?"

Besides, is it better to say "first letter of last name" instead of the italicized part in the above? Thanks.

To make sure, does "first letter of last name" sound right though it's not necessarily better than "first letter, last name?"

No; if you're going to use that then you should use 'the first letter of the last name', and no italics.
