He is one of the employees who has/have?

Hi all,

I always thought that the rule behind this statement: "He is one of the employees who has/have been fired" uses the singular verb "has" and not have since "He" is the subject, therefore, if we take out "is one of the employees who" it would read "He has been fired", but I was told that it should be Have and not Has.

Why is that?
