"He is not smart as thought."

"He is not smart as thought."

Here, thought is a noun or past participle like think-thought-thought?

What do you native English speakers think? Thank you so much as usual and have a good day.

There is something really wrong with this sentence.

Perhaps this is what was intended:

"He is not as smart as we thought."
