I would probably say, "He is thinning on top". It's the nicest way to say it

He has a receding hairline. I'd say they're equally natural.

The first two describe a changing condition, which implies that you've observed the person over a long period of time, and have noticed the change. (He is getting X / He is going X)

But while "receding" clearly describes a change, the collocation "receding hairline" does not.
You can see someone for the first time, and say, "Hmmm, he has a receding hairline." You're describing the configuration of his hairline. You don't necessarily mean to imply that "His hairline has been receding."

BTW, I agree with P.G.'s observation. Your first two expressions are uncomplimentary.
