He is from London could denote that he grew up there (although he may or may not live there now) or it could be that he was not originally from London but has lived there for a long time and considers it his home, or it could be that he lives there now and the speaker thinks of him as being from London. He is from UCL would strongly suggest that he is currently employed there, even if he is now involved in some project elsewhere.
