He is dead? He was dead?

When telling someone who is not alive. He is dead or He was dead?

Does it depend on the situation?

By the way, I once saw someone write "He is dying". What does it mean? Does it mean he is seriously injured, weak, or sick and the doctor thinks that he is going to die soon?
