He is at the same school as last year

He is at the same school as last year.

1. Is it right? and if it is.

2. Is "as" a conjunction here?
The way I see it, the sentence is "He is at the same school as (he was) last year", but we just omit the "he was" part. And that's why "as" is a conjunction.
