Is the following sentence correct?
He has been heavily criticized in leading up to the Mumbai terrorists attacks of his preoccupation with Sri Lanka and the LTTE, instead of India's chief threat Kashmir insurgents and Pakistan.

No, it certainly seems wrong. I am not sure how the writer intended to connect 'leading to...attacks' with the rest of the statement, but 'of' should probably have been replaced by 'for' or perhaps with 'by'.

I think a better restatement of the sentence would be (if I am correctly interpreting the author's intention):

He has been heavily criticised in the lead up to the Mumbai terrorist attacks for his preoccupation ...

would be preferable, now that I think of it.
