He had/- turned the lights off before he left.

Hello,

I have read some articles about past perfect.

In one article it was example when the past perfect can not be used:

He had turned the lights off before he left.

Before she could say anything, he had got down on one knee and asked her to marry him.

I don´t see why. Would it be a big mistake if I used the past perfect there?
