I told him my dad makes five hundred dollars a week, and he got real mad.I wonder if “he” is “I”’s dad or Howie’s dad.I would like to know why he got real mad and got happy again.

I'm not sure that I get it either. I can just make out, I think, that the cartoon is dated 1962. At that time, $500 a week would have been quite a large amount, I think. Howie's dad may have been angrily envious. Then when it changed to $5000 a week, possibly Howie's dad decided that the kid actually had no idea what the figure was, so was relieved. That's all I can think of at the moment. Perhaps someone else has a better idea.
