He got angry when I asked him why he behaved / was behaving so strangely.

Hello,

this time I need help with these two sentences:

1) He got angry when I asked him why he behaved so strangely.
2) He got angry when I asked him why he was behaving so strangely.

Could you please explain:
a) What is the difference between them?
b) Does any of them say if this strange behaviour happened just once or more times?
