He goes back to. Is it right

Hi teachers,
Situation: Mr. White, a minute ago was in his car. Then, he realizes he has forgotten his cell phone.
According to the drawing the sentence is:
a) He goes back to the house.
b) He goes back into the house.
My attempt is letter 'a'.

"into" implies entry inside the building. "to" refers to movement to a location (entry inside the building may or may not follow, depending on context). I suppose (a) is the best fit for the picture, but, assuming this is from a test, it is not the greatest question ever written, in my opinion.
