He doesn't know how to dress

Hi,

I would like a native speaker's opinion on how to say this correctly please.

He doesn't know how to dress. He has 2 different clothing styles on. He's wearing a blazer with sweat pants. Blazers are meant to be formal wear and sweats are meant as casual wear. He wear them together.
