why do we can't use 'plenty of' in above example? as plenty of means 'enough' or 'more than enough', so it means " He didn't have enough money , so he decided to catch the bus rather than take a taxi..."

Maybe it will be because we can only use 'plenty' in the sentence with positive meaning and in the affirmative one.
