Does it mean he decided a pay hike of 5% eyery year for five years or summarized 5%?

So:
1. pay will be 1.05*1.05*1.05*1.05*1.05=127.62815625% versus original payment 5 years later
2. pay will be 105% versus original payment 5 years later

The sentence is badly written He probably decided on pay rise of 5% every year for five years. "or summarized 5%" makes no sense to me. Probably the pay will increase each year by 5% of the previous year' salary.

He decided on a pay hike of five percent for five years. --- Could mean that for each of the next five years the increase will be five percent, or that a one-time increase of five percent now will be in effect for five years.

I will add that the city I live in just approved contracts with various labor unions and the resolution was worded as follows: "a 15% pay increase over three years." This was then further defined as six percent immediately, followed by five percent in 12 months, and four percent 12 months after that. Note the percentage was based on the original base salary such that the total increase was 15%.
