He as well as l is going there. My question is why we use verb according to "He".

Far better to write "He and I are going." "As well as" really has no place being here - it may be grammatically possible, but it is not idiomatic.

Actually, we don't use the verb according to "he". Both "he" and "I" are subjects and so you use the plural form "are". Like 'Anonymous' above me, "He and I are going..." is much better

As CJ said, it is possible (and it is right) when you use "as well as". In Spanish, we fix it by using commas: "He, as well as I, is going there", in this way you show how that phrase is related but not interfering with the rest. I know you don't use commas as much as we Spanish speaking people do, but sometimes it makes life easier (and makes it easier to read).

Therefore, you use "is",
