he and she has/have??

someone plz guide me about the grammar rule for using has /have with two nouns or pronouns in a sentence. e.g
he and she has/have?
similarly, frequency and gravity has/have??

I think that, because "he and she" = "they", the right form should be the plural. It's "he and she have", "frequency and gravity have". It's probably the same thing in your language, right?
