"Hazardous Freight Transportation"?

Hi. I have some questions concerning the following expression:

Hazardous freight transportation

1. Does it literally mean "transportation of hazardous freights" or "hazardous transportation of freights"?

2. Why is it correct to say "hazardous materials transportation" but incorrect to say "hazardous freightS transportation"?
