What is the difference between hay and straw?

Absolutely not.

Easy answer:

Hay is food.
Straw is bedding.

Better answer.
Hay is generally referred to as a cut and baled grass/clover/alfalfa... Insert other legume here. It will be green as it still has some moisture and nutitional value left in it.

Straw is the stalk of a cereal grain (barely, oats, rice, wheat, corn...), collected and baled to be used as bedding. It will be a dry, yellowish/tan color and is devoid of any nutritional value.

Sorry, I didn't expect anyone to take that answer seriously.

It was a take-off on an old expression we used to have in the 40's.

We used to think it was rude when someone would holler, "Hey!" or "Hey, you!"

The stock reply was, "Hay is for horses and better for cows."

I think I was in a bad mood.
I always intended to fix it, but couldn't seem to find it.

I actually did spend a lot of time during my teenage years working on a farm.
