Having trouble with this one sentence

Could you correct these please for me? Tell me if all 3 version can be said and how to make it more natural?

1 For safety purposes, we can't blame the delivery boy for taking longer than the time it takes before we are obliged to give them the pizza for free.
2 For saftey purposes, we can't blame the delivery boy for taking longer than 30 minutes after which it is stated on our pamphlet, the pizza is free./even though there is a line on the pamphlet that states if delivery takes over 30 minutes that the pizza is free.

Most people agree that you need to make 2 sentences, but I think you can keep it at one sentence if you switch it around a little.

Even though we guarantee free pizza if it takes over 30 minutes to arrive, we shouldn't hold the pizza delivery person responsible if there is some delay.

Still, this might be a little awkward, and in general it seems like a formal description.
