having trouble using "constitutes"

hey guys.

having a bit of trouble using the word "constitutes"

does it make sense to say : The microchip constitues of millions of transistors.
The microchip constitues to millions of transistors.
The microchip constitues millions of transistors.

the actual sentence i'm struggling with is:
The medium constitues of a hardware layer and asoftware layer...
