Having them be forced

Hi,
Are these two sentences interchangeable?

1. Having this group be forced to recognize potential losses immediately could create a "self-fulfilling prophecy".

2. Having this group forced to recognize potential losses immediately could create a "self-fulfilling prophecy".

There's no difference in meaning, but both seem a bit awkward to me. Why not just say "Forcing this group to recognise..."?
