In what sense is 'discrimination' used above? I don't think it's used in the sense of racial discrimination. Rather, it means lack of distinction between good and bad.

Yes, you're right.

It used to be a compliment to say someone was 'a discriminating person'. Now, you have to be very careful about saying such a thing.

It is more in the sense of "discriminating":
having excellent taste or judgment: a discriminating interior designer.
