Having

Hello,

1.In order to facilitate such candidates who are not having Aadhaar, the CBSE has specially set up
facilitation centres in each city of examination for the purpose of Aadhaar enrolment.

We have been taught that the word 'have' in the meaning of 'posses/own' is used in progressive form. In the (1), however, the progressive form of 'have' has been used.

Is the usage of the 'have' in the (1) correct?

Could you please elaborate on it?

Thanks.
