Hello,

I write the following sentences but I was told it is wrong. Could you please tell me why.

The governments could rise the tax on fast food, as have been done in some countries regarding tobacco.

The spending on resources such as books and non-teacher salaries have decreased steadily during these years.

The subject of the first is the idea of governments increasing taxes. For it to be plural, you'd need to say something like "as governments have done in other countries."

The subject of the second is "spending" — spending has decreased.
