Which is correct? I'm having trouble since these sentences refer to two separate conditions, yet the first sentence sounds strange to me.

A. There have been no initial selection of accounting policies and no changes in significant accounting policies.

OR

B. There has been no initial selection of accounting policies and no changes in significant accounting policies.
