Have you see?

When we use Did we have to use the verb in present tense, not in past. Example: Did you see my design? No, I didn't see it!

OK now my question is:
When we use Have, do we have to use the present or the past tense?
Example: Have you See/Saw my design? I haven't See/Saw your design. Let me know please, Thank you in advance!
