Have vs. has

The sentences below is from a Google search.

Those sentences seems odd, since Subject with “An” is used with plural verb “have.” I know “species” can be plural, but article “an” is supposed to agree with “singular” noun.

I want to ask two questions.

One, is it possible that “An” agrees with “have”?

Two, if it is possible, is there also a possibility that “has” can be used in place of “have”?

This is wording typical of a scientific article.
They do not want to say that definitely or exactly 16 insect species have disappeared, but that it is the best number based on the available data.

So they qualify "16 insect species" with the modifier "an
