It depends on whether you think of the family as a group of individuals - in that case, they are plural, and HAVE won.
But if you think of the family as a unit, then use the singular HAS. I'm inclinded to use this one.

I would prefer your second sentence, but both are grammatically correct.
Sentence 1 uses the present indicative of the verb have.
Sentence 2 uses the subjunctive form of have.

I'd say "purpose and vision" are intended to be viewed as a unit, and that would justify the use of "has". That said, I'd also say you could reword the sentence this way:
