Have to offer?

I read this sentence in a paper about cybersecurity:

"Therefore, as a user you need to make sure that you're protected against the ever-increasing digital world of threats, viruses and everything else the Internet has to offer".

I figure that "has to" here doesn't mean "must", but what does it mean exactly?

The Internet has things. The Internet offers them. But "to have to offer" is a set phrase meaning "provide to one's benefit". It is laudatory. The writer used it wrong, or perhaps he thought it would come off ironic.
