Does "we have to have finished the report till Friday" mean that "it is necessary for us to have finished the report till Friday"?

Also, does "we had better have finished the report till Friday" mean that "it is advisable for us to have finished the report till Friday"?

I have seen "have to have v3" and "had better have v3" patterns somewhere sometimes. I think that "have to have v3" has the same meaning as "have to v1" and that "had better have v3" has the same meaning as "had better v1" but, by your response, I see that we should still use "have to v1" and "had better v1".
