Have to

Could I use to have:

-That was saddening because you were taking away yet another choice from German parents who were eager to have their children __ a French education.

Usually we 'have sb do', not 'have sb to do', but to me, to have above would not be part of this 'have sb do sth' structure, so I'm not sure whether it's reasonable to use 'have sb do' to prove it wrong.

Thanks for asking. If for example I don't do so and ask whether we could use a certain word in a sentence, answerers will have to look for the word in question, but a blank makes it easier to figure out where the word in question should be placed.

No, not "to have". Just "have". But A.S.'s suggestion of "get" is better. Otherwise, you have too many "have"s too close together, which makes reading it with understanding somewhat difficult.
